About the role

The primary purpose of this position is to serve as the senior professional performing work such as: Installation Geospatial Information Officer, Cartographer, (Computer-Aided-Drafting and Design (CADD), and Geographic Information Systems (GIS), Surveying) "Engineering Services" resource expert, which is responsible for Geospatial mapping, surveying, engineering drafting, and development and implementation of installation Engineering Services for Kunsan Air Base. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 1370. BASIC REQUIREMENT: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR COMBINATION OF EDUCATION AND EXPERIENCE -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of cartographic theories, concepts, principles, practices, and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital analysis, or other techniques, sufficient to evaluate source material; research, analyze, select, and prepare cartographic materials. Skills and abilities sufficient to adapt techniques to solve problems; make significant departures from previous approaches to accommodate specialized assignments; and provide staff advisory, planning, and reviewing services. Knowledge and skill sufficient to serve as a technical authority in the planning, development, and implementation of a state-of-the-art mapping system for use by installation organizations such as Civil Engineering, Fire Department, Security Forces and Emergency Management. Mastery of geospatial sciences concepts, principles and practices including cartography, geographic information systems, remote sensing, and scientific data visualization, and their applications to geospatial operations and analysis as they would relate to management applications on military installations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of concepts, principles, techniques, and practices of geospatial sciences. 2. Professional knowledge of the interrelationships of elements of social science and design disciplines involved in human settlements and the dynamics of change within these elements. 3. Knowledge of enterprise geodatabase management and ability to apply knowledge to information processing standards and procedures to CADD/GIS design and programming projects. 4. Ability to analyze planning problems, identify and define goals and objectives, organize, and direct the functions and staff of a small to medium sized organization and to coordinate planning activities and programs at and between several organization levels. 5.
