Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying expert knowledge of real estate laws, regulations, and policies to plan, execute, and oversee complex real property acquisitions, leases, easements, and disposals for owned and leased assets in a wide geographic area; Conducting in-depth real property valuation and cost/price analyses to determine fair market value, forecast costs, evaluate lease versus purchase options, and develop negotiation strategies for high-risk, long-term transactions involving complex financial arrangements; Serving as a technical authority and lead negotiator for controversial or unusually complex real estate actions, including eminent domain acquisitions, high visibility leases, and major disposals, resolving conflicts among stakeholders and securing agreements that protect organizational interests; Interpreting and applying relevant laws, regulations, and organizational policies to develop new or modified acquisition and asset management approaches, resolve unprecedented real estate issues, and provide authoritative guidance to leadership and stakeholders on real property strategies and risk; Utilizing automated real property and asset management systems, along with advanced office productivity tools, to maintain complete and accurate property records, track and report on portfolio performance, and produce technical reports and briefings that inform real property decisions and long-range planning.
