Minimum Qualifications: At least one year of specialized experience equivalent to the GS-12 level in federal service with the design of structural and/or mechanical engineering features associated with construction projects for navigation, flood control, bridge safety, hydraulic steel structures (HSS), hydroelectric and/or vertical construction projects. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Civil Engineering Specialty Hydraulic Engineering Leadership Oral Communication Project Management Technical Competence Applicant resumes will be evaluated and ranked based upon clearly identified level of experience annotated in their resume with: Building and Construction: Knowledge of and skill in applying Steel, Aluminum, and Fracture Mechanics Analysis (Civil/Mechanical) Engineering Specialty: Welding and Non-Destructive Testing (NDT) Hydraulic Engineering: Knowledge of Hydraulic Steel Structures and Mechanical Systems Technical Competence: Skill and technical expertise in advanced structural and mechanical engineering designs that include welding and/or hydraulic steel structure design. Project Management: Knowledge of managing engineering product teams from concept to delivery. Leadership: Ability to manage, lead and supervise a multidisciplinary engineering and quality assurance staff. Oral Communication: Ability to engage and communicate with officers, senior leaders and staff to instruct, resolve technical issues, and negotiate methods. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
