Job Title: Emergency Management Specialist Department: Emergency Management External Hiring Range: $24.09 - $28.55 Compensation Grade: 2006 Posted Internally and Externally The Emergency Management Specialist assists with the development, review, and maintenance of emergency management plans, including the Emergency Operations Plan (EOP), Hazard Mitigation Plan, County Receiving and Distribution Point (RDP) Plan, and Points of Distribution (POD) Plan. The position supports coordination and logistics for field-level emergency operations and disaster response activities and responds to routine inquiries from partner agencies, stakeholders, and the public regarding emergency management programs and procedures. The Specialist assists in reviewing emergency plans from schools, healthcare facilities, and other organizations to ensure compliance and operational readiness. The position also supports the planning, execution, and evaluation of emergency management exercises, drills, and training activities. Responsibilities include receiving and monitoring communications from the North Carolina Division of Emergency Management regarding scheduled events, training opportunities, project requirements, and deadlines; preparing project schedules; tracking progress; and ensuring the timely completion of assigned emergency management initiatives. Additional responsibilities include maintaining and updating inventories of emergency response resources and equipment, tracking and documenting resource requests and deployments involving outside agencies and mutual aid partners, and collaborating with local, state, federal, nonprofit, and private-sector partners to support emergency management objectives. The Emergency Management Specialist performs other related duties as assigned. The Emergency Management Specialist works with a diverse range of local, state, federal, nonprofit, and private-sector personnel, as well as members of the public, to support emergency management operations, preparedness initiatives, response activities, and recovery efforts throughout the county. Purpose of the position: T he purpose of t his position is to be responsible for performing technical and administrative support for the Emergency Management Division. Minimum Education, Training and/or Experience ( required at time of hire) : Associate degree in Emergency Management or related field and a m inimum three (3) years of exp erience in emergency operations; or an equivalent combination of education and experi ence. License or Certification Required by Statute or Regulation: Valid driver's license is required . Physical Requirements: The work is primarily medium work requiring exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently , and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. Essential Functions of the position: Assist with the development and maintenance of all mitigation, preparedness, response, and recovery plans (e.g., Emergency Operations Plan, Hazardous Mitigation Plan, County Receiving and Distribution Point Plan, Points of Distribution Plan). Assist with coordination and logistics for field level operations. Answer routine inquiries from partner agencies and the general public related to Emer gency Management issues; Assist with the review of emergency plans of individual organizations such as schools and medical facilities in order to ensure their adequacy. Assist with planning, execution, and evaluation of emerge ncy response exercises; receive communication from the North Carolina Division of Emergency Management regarding scheduled events, trainings and project requ irements and deadlines; Prepare and review sc hedule with senior staff; track progress and ensures completion of projects. Maintain and update inventory of emergency response resources in the county; mai ntai n documentation and tracking of resources requested by outside agencies. Performs other related duties as assigned. Knowledge, Skills, Abilities, and Other Abilities: Ability to coordinate and collect data and information and transform it into a report, including damage and expense reports. Ability to develop, maintain and monitor grants, budgets, and reimbursements. Ability to research, write and edit Emergency Preparation plans, communications, and reports.
