The ideal candidate will have a full understanding of Conservation practices and techniques including knowledge of landscaping, irrigation design and commercial/industrial efficiency measures. Position requires the ability to evaluate statistical data, with precision, applicable to conservation programs, analyze issues and challenges and make sound independent judgment within established guidelines. Also, possess ability to communicate clearly and effectively, orally and in writing, prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials. INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a job-related physical evaluation. GENERAL PURPOSE Under general supervision, recommends and implements assigned programs and projects to inform and educate the public, professional and commercial groups and government agencies about efficient water use and conservation; and performs related duties as assigned. DESIRED MINIMUM QUALIFICATIONS Knowledge of: Water conservation methods and techniques, including accepted industry practices for conducting water audits; principles, practices, techniques and products used by other agencies in water conservation programs; residential and commercial consumption patterns, interior plumbing fixtures, irrigation systems and basic landscaping techniques; basic statistical analysis and modeling techniques and supporting computer software packages; principles and practices of business communication. Ability to: Assemble and interpret statistics applicable to water conservation programs; analyze issues and problems, develop alternatives and make sound, appropriate recommendations; exercise sound independent judgment within established guidelines; operate a computer and word processing, spreadsheet and graphics software in developing statistical analyses and preparing presentation materials; communicate clearly and effectively, orally and in writing; represent the District effectively in meetings; understand and follow written and oral instructions; prepare clear, concise and accurate reports, correspondence, analytical studies and other written materials; understand, interpret, explain and apply District and local laws, regulations and programs applicable to water conservation and water waste requirements; exercise tact and diplomacy in dealing with sensitive customer issues and situations; maintain effective working relationships with those encountered in the course of the work. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a bachelor's degree in business or public administration, earth or plant sciences, marketing, journalism or a related field; or an equivalent combination of training and experience.
