As our Assistant Manager, Learning & Development , you will play a key role in shaping the organisation's learning strategy, strengthening workforce capabilities and driving digital learning initiatives that support business transformation.
Responsibilities
- Learning & Organisation Development
- Develop and implement Learning & Organisation Development (L&OD) strategies aligned with business objectives.
- Conduct Training Needs Analysis (TNA) and competency gap assessments.
- Design competency frameworks, learning roadmaps and capability development initiatives.
- Partner with business leaders to identify learning priorities and organisational development opportunities.
- Establish training KPIs and evaluate programme effectiveness using learning analytics and ROI measures.
- Research emerging learning technologies and best practices to drive continuous improvement.
- Learning Management System (LMS) & Training Management System (TMS)
- Manage and administer the organisation's Learning Management System (LMS) and Training Management System (TMS).
- Maintain course catalogues, enrolments, user access, learning records and compliance tracking.
- Produce reports on training participation, completion rates, certifications and learning outcomes.
- Lead system enhancements, vendor management, user acceptance testing (UAT) and digitalisation initiatives.
- Provide user support and training on LMS/TMS functionalities.
- Curriculum & Digital Learning Development
- Design and develop competency-based training programmes, curricula and learning pathways.
- Create engaging e-learning content, digital learning resources and microlearning modules using instructional design principles.
- Apply adult learning methodologies and blended learning approaches to maximise learner engagement.
- Collaborate with Subject Matter Experts (SMEs) to develop relevant learning solutions.
- Review and update learning materials to ensure relevance, quality and regulatory compliance.
- Evaluate training effectiveness through assessments, learner feedback and performance outcomes.
- Training Operations & Stakeholder Management
- Coordinate end-to-end training administration and programme delivery.
- Manage relationships with internal stakeholders, trainers, educational institutions and external vendors.
- Monitor training budgets, vendor performance and procurement activities.
- Ensure compliance with organisational and regulatory training requirements.
- Support organisational change, workforce development and talent management initiatives through learning interventions.
Requirements
- Diploma or Degree in Human Resource Development, Learning & Development, Organisational Development, Adult Education or related discipline.
- ACLP or ACTA certification preferred.
- DACE, DDDLP or equivalent adult learning qualification is an advantage.
- Minimum 5 years of experience in Learning & Development, Organisation Development or Training Management.
- Proven experience designing and implementing learning programmes and competency frameworks.
- Hands-on experience managing Learning Management Systems (LMS) and Training Management Systems (TMS).
- Experience in curriculum development, instructional design and e-learning content creation.
- Familiarity with audit, accreditation, compliance and quality assurance requirements.
- Technical Skills
- Strong knowledge of LMS platforms and digital learning technologies.
- Experience using Articulate Storyline or similar e-learning authoring tools.
- Understanding of instructional design methodologies (e.g. ADDIE).
- Proficient in Microsoft Office and learning analytics/reporting.
- Excellent project management, analytical and problem-solving skills.
