The primary purpose of this position, TOOLMAKER, WG-3416-13, is to fabricate, overhaul and repair tools, jigs, holding devices and special tools which are required for machining, cutting and testing propellant and other explosive ordnance devices in support of solid propellant rocket motors and explosive material workload for various aging and surveillance programs. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3400 Machine Tool Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: Ability To Do The Work Of The Position Without More Than Normal Supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Operation of Machine Tools Technical Practices (theoretical, precise, artistic) Ability To Use Shop Drawings Measurement and Layout Ability To Use Hand Tools for Machine Shop Knowledge of Metals PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires standing, stooping, bending, and reaching. Frequently handles, lifts, and carries objects weighing up to 40 pounds, and occasionally lifts and moves heavier items with assistance. WORK ENVIRONMENT: Work is performed inside in a machine shop environment wherein there is danger to the skin and eyes from flying metal chips, abrasive particles, and hot metal; possibility of skin irritations from contact with coolants, lubricants, and abrasive compounds; and danger to fingers, hands, and other body parts from cutting tools, grinding wheels, rotating pieces, and moving parts of machines. Subjected to dirt and noise of machine shop activities. Works with solid propellants and explosives, i.e. cartridges, igniters, initiators, detonators, squibs etc. May require limited temporary duty assignment and shift work. Required to handle and clean up solid propellant dust and chips from the equipment in the bay, bay floor and the vacuum system to package for disposal. In some instances, may be required to wear respirators and gloves. At all times incumbent must wear appropriate PPE such as cotton underclothing, disposable gloves, and coveralls, conductive shoes, and safety glasses. Follows hygiene rules such as washing hands often and changing out of coveralls before entering office areas or break rooms. Must take extreme precautions when working with 1.1 type propellant that contains nitroglycerin.
