The primary purpose of this position is to serve as the senior Training and Curriculum Specialist providing the pedagogical and instructional leadership for Child Development Programs and Youth Centers, ensuring programs comply with standards outlined by Department of Defense (DoD), Air Force (AF), and National Accreditation organizations. Conditions of Employment (cont.) This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This is a Mission Essential (ME) position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. A valid U.S driver's license is required in order to obtain a Status of Forces Agreement (SOFA) driver's permit Position is centrally managed/pcs funds are authorized At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. The education must have been in Child Development or Early Childhood Education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE--Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. The education must have been in Child Development or Early Childhood Education. NOTE: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the principles, theories, concepts, and practices associated with early childhood and youth development. Knowledge of child care regulation requirements and policies. Skill in developing curricula that supports the physical, social-emotional, language, and cognitive development of children and youth. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to develop training materials and train CYP personnel, FCC providers, volunteers, contractors on program operations. Skill in effectively organizing and utilizing community resources within the program framework to augment the program. Ability to effectively communicate, both orally and in writing. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
