THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), Position Description Number PDT5921000 and is part of the Joint Force Headquarters, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required. AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2, and 4. Area 1: Permanent and indefinite WY Army Nat'l Guard (WYNG) T5 and T32 Dual Status Technicians (DST) employed within the SAPR Office. Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the WY Air/Army Nat'l Guard. Area 4: Currently serving Active Guard/Reserve (AGR), and Man-Day Soldiers (M-Day)/Drill Status Guard Airmen (DSG) of the WYNG. This provision is intended to boost the candidate pool to reach more qualified candidates and place M-Day/DSG personnel on par with currently serving civilian personnel. If referrals are not made from the target categories above, subsequent referrals may be made from Areas 3 and 7 (if eligible). Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former Nat'l Guard T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of at least fully successful (or equivalent). Area 7: Veterans' Preference Rules are mandated by law, and some applicants may receive priority consideration before other applicants without veterans' preference. Upon acceptance of this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This is a Position of Significant Trust and Authority (POSTA), and selected personnel must complete an FBI fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State Criminal History Repository (SCHR) records check. Personnel may not have a disqualifying condition as listed in DoDI 6495.03, "Defense Sexual Assault Advocate Certification Program (D-SAACP)" prior to submitting DD Form 2950, "D-SAACP Application for New Applicants" or DD Form 2950-1, "D-SAACP Application Packet for Renewal Applicants". SAPR PERSONNEL RESTRICTIONS: Per Chief National Guard Bureau Instruction (CNGBI) 1300.01, "National Guard (NG) Sexual Assault Prevention and Response Program", NG members who are currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case by NGB-J1-SAPR Office. Exceptions will be coordinated through HRO for signature by The Adjutant General. - Chaplains and chaplain assistants; - Law enforcement and investigative personnel, - Judge advocates and paralegals, - Commanders and senior enlisted leaders, including first sergeants, command sergeant major, and command chief master sergeants; - Medical and mental healthcare providers, including emergency medical technicians who provide direct patient care; - Equal opportunity advisors and representatives and equal employment managers; - The Inspector General and supporting staff. BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semesters of course work in the behavioral or social sciences.
