This position is located in the Office of Facilities and Infrastructure Management, United States Merchant Marine (USMMA). To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Experience analyzing and synthesizing operational, financial, workforce, or program data to develop executive-level reports, briefings, recommendations, or strategic decision-support materials. Experience providing senior-level administrative and operational support including executive coordination, budget oversight, procurement support, internal controls, and resolution of organizational issues. You cannot qualify on education at the GS-12 level; you must have experience.
