The primary purpose of this position is to conduct evaluations of Intelligence Surveillance, and Reconnaissance (ISR) systems developed by third parties to meet Combatant Command (COCOM) requirements. Incumbent interfaces with COCOMs, the Services, and other government agencies to better understand their operational mission needs. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of strategic, operational, and tactical Air/Ground/Maritime integrated intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor in evaluating emerging technological advances on war fighter effectiveness to include coordinating and execution of Air/Ground/Maritime field assessments of systems and technologies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air/Ground/Maritime special warfare operations and integrated friendly and hostile intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor in evaluating emerging technological advances on war fighter effectiveness to include coordinating and execution of Air/Ground/Maritime assessments of systems and technologies. 2. Knowledge of Air/Ground/Maritime operations, operational environments, command and control, and the application of Air/Ground/Maritime ISR capabilities in decision making for these areas as well as planning, tactics, techniques, and procedures (TTPs) and training considerations for integrating ISR capabilities. 3. Ability to and experience in providing operational and procedural advice for the conduct, coordination, and execution of field assessments in support of combatant command requirements as well as extensive knowledge of the decision-making process and the ability to apply this knowledge for tactical, operational, or strategic products and support. 4. Knowledge of advanced concepts, principles and practices of project management and mission objectives as well as skill in managing programs, demonstrated ability to develop planning and programmatic guidance and identify, develop and evaluate architecture and budget options relative to issues or shortfalls. 5. Ability to and experience in leading and fostering collaborative working relationships across a variety of government military and private organizations and disciplines, and the ability to defend the organization's position in conferences, working groups, and planning sessions. 6. Skill in communicating orally and in writing and producing clear and concise reports, briefings, and correspondence and in preparing and communicating technical and non-technical presentations to a variety of audiences. Experience in meeting with high-level leadership and management officials within DoD and other government agencies. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position is a testing designated position and as such requires periodic urinalysis testing; periodic polygraph examinations consistent with position requirements; and psychological examinations, if necessary, in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. 2. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. Mobility augmentee duties must be available to support mobility or readiness center (RC) operations in an exercise or contingency situation. Irregular shift/overtime may be required.
