About the role

This vacancy is for a GS-1515-14, Supervisory Operations Research Analyst located in the Department of Homeland Security, U.S. Coast Guard, PACAREA OPERATIONAL PLANNING PERFORMANCE and ANALYSIS BR in ALAMEDA, California. Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree: in operations research; OR At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. AND To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis: Knowledge of budget planning principles and practices in preparing budget estimates for contracted work. Directing, coordinating, determining milestones and monitoring the work of contractors. Determining work plans and schedules, establishing performance expectations. Knowledge of qualitative and quantitative methods/techniques used in analyzing and measuring the effectiveness, efficiency, and productivity of processes and operations. Analyzing programs, data/inter-relationships, and coordinating the preparation of accurate and reasonable operational plans and proposals. Applying advanced management and organization techniques, systems, procedures and business practices for assessing and making recommendations on organizational systems. Communicating effectively orally and in writing, to prepare reports/ scope of work, providing guidance, and resolving problems.
