JOB DESCRIPTION Manage end-to-end recruitment and staffing activities for both local and foreign employees, including sourcing, screening, interviewing, onboarding, and offboarding processes. Coordinate with various departments to facilitate effective communication and collaboration on HR-related matters. Assist in addressing employee relations issues, including handling grievances, conducting preliminary investigations, and supporting disciplinary processes in accordance with company policies. Coordinate and administer employee training and development programmes to support workforce competency and professional growth. Liaise with employment agencies on matters relating to the application, renewal, cancellation, and repatriation of foreign employees' work permits. Submit online applications to the Ministry of Manpower (MOM) for foreign worker levy waivers during employees' home leave periods. Process applications with MOM for levy concessions or conversions when foreign employees successfully obtain relevant certifications, including the ITE Healthcare (Home Care) qualification. Serve as the key liaison with government agencies and external stakeholders, including MOM, the Ministry of Health (MOH), Agency for Integrated Care (AIC), the Singapore Nursing Board (SNB), embassies, and other relevant authorities on matters relating to employment and foreign workforce management. Administer insurance claims and coordinate with insurers as required. Compile and prepare payroll-related information for submission to the Finance/Accounts Department. Update relevant authorities and systems, including the Intermediate and Long-Term Care (ILTC) sector databases, regarding staff appointments, resignations, and employment status changes. Ensure timely updates of foreign employees' residential addresses with MOM and maintain compliance with regulatory requirements. Submit mandatory surveys online, including MOM Labour Market Survey. Participate as a member of the Cybersecurity Committee, supporting the development, implementation, and promotion of cybersecurity policies, staff awareness initiatives, and compliance requirements across the organization. Manage official correspondence and administrative communications for the nursing home. Perform any other duties and responsibilities assigned by the Chief Operations Executive and Management Committee. QUALIFICATION/ EXPERIENCE Diploma or Degree in Human Resource Management, Business Administration, or a related discipline. Familiarity with Singapore employment regulations, particularly MOM policies and foreign workforce administration. Experience in healthcare, nursing home, or community care settings is preferred. Good communication, writing and interpersonal skills. A team player with a strong sense of responsibility & self-motivation to get tasks done independently. Ability to handle confidential information with professionalism and discretion. Working 8 am to 5 pm (Mon - Fri); Alternate Sat 8 am to 12 noon.
