About the role

The purpose of the position is to manage the training program within the unit maintenance organization which includes but is not limited to on-the-job training (OJT); civilian training requirements; re-training; formal school; instructional systems development (ISD); professional military education; ancillary training; unit training planning; and provide training to newly assigned personnel and reservists in the accomplishment of tasks herein. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in managing the training program within an maintenance organization; on-the-job training (OJT); civilian training requirements; re-training; formal school; instructional systems development (ISD); professional military/civilian education; ancillary/yearly training; unit/organization training planning and providing technical guidance and assistance to managers and supervisors within maintenance on all aspects of the training programs elements. OR EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in education or a subject area related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION. AND FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organizational mission and training methods, policies, procedures, regulations, instructions, and documentation requirements. 2. Knowledge of training goals and objectives in the management, implementation and instruction of training programs for the maintenance unit(s). 3. Knowledge of methods and procedures for analyzing unit training statistics. 4. Knowledge of and skill in using automated systems to prepare reports and extract data from them and ability to analyze automated products to determine adequacy of program and/or deficiencies. 5. Knowledge of maintenance specialty code skill-level qualifications, update, enhancement, and proficiency training requirements. 6. Skill in oral and written communication and ability to coordinate with all levels of command to ensure accomplishment of training program objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
