Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at HQ AF RESERVE CM A10K with the military rank of COL, AFSC: 016X4. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes e GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector). My experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community and families support delivery systems, to develop, implement and improve programs and draw supportable conclusions; principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve accessibility, responsiveness and relevance to the mission and the needs of its members; and the knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. NOTE: Must be reflected in your resume. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS- 14 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community, families and Airmen support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions. Wide ranging professional knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve AFRC accessibility, responsiveness and relevance to the command mission and the needs of its members. Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. Ability to recognize and analyze problems, conduct research, summarize results, and appropriate recommendations. Ability to develop and use appropriate data collection techniques. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands. 3. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
