The primary purpose of this position is: To serve as the administrative personnel liaison, implementing a variety of human resources programs and administer the personnel security program in support of the Joint Special Operations University (JSOU). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying guidelines, methods, precedents, policies, and techniques applicable to the areas of civilian and military personnel as well as manpower management in order to provide complete practical and technical guidance to management and employees; management and organizational techniques used to plan and perform analyses related to manpower, human resources, productivity improvements and management controls, analyses are normally related to issues or problems of a procedural or factual matter; gather, analyze, assemble, and evaluate data to draw conclusions, devise solutions, make recommendations, identify trends and project a course of action to anticipate and resolve problems. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of various military and civilian human resource programs including Air Force, Army, Navy, Marines, Active duty and Reserve military personnel programs and policies. These Include performance management, recognition, awards, decorations, evaluations, hiring, and manpower. 2. Detailed knowledge of missions, functions, organization of all elements of Joint Special Operations University and United States Special Operations Command to be able to relate and apply administrative regulations, policies and procedures of Air Force, Navy, Army, Marine military personnel management, and Air Force civilian personnel management and administration to assure appropriate administrative support. 3. Skill in developing, analyzing, and evaluating human resource programs to meet mission requirements. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission 6. Skill in planning, organizing work, and meeting suspenses. 7. Ability to operate computer systems/techniques required to interface with and extract data from various Human Resource software programs and databases. 8. Knowledge of security concepts, principles, and practices to plan and implement security procedures for personnel security program within JSOU. 9. Knowledge of required security training concepts, programs, procedures and practices to assist managers in complying with established security programs. 10. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving personnel and administrative problems PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
