Job Title: BCSO Human Resources Technician Department: External Hiring Range: 29.41 - 31.00 Compensation Grade: 2006 Posted Internally and Externally Purpose of the position: This position functions as a strategic partner in an assigned department providing various administrative functions in areas such as personnel actions, employment, timekeeping and payroll to ensure consistent application of policies, procedures and practices. Essential Functions of the position: Process a variety of personnel actions to effect changes in employee status such as pay increases, transfers, promotions, and terminations according to established policies and procedures. Provide department time keeping functions including entering leave, reconciliation of payroll, and employee correspondence related to payroll matters. Assist with recruitment and employment activities including the maintenance of recruitment selection files and the initiation of approvals for new hires. Performs administrative support work such as data entry and retrieval, file maintenance, and creating reports and spreadsheets to ensure accuracy and conformance to established procedures and policies. Assist employees, applicants and external customers with general inquiries; provide information on departmental policies and procedures or refer inquiry to the appropriate staff member. Performs other related duties as assigned. Typical Work Schedule: Adheres to assigned work schedule as outlined in the Department and County attendance policies and procedures. *Note: This position has been identified as an emergency essential position and as such employees in this position may be needed to work, including after-hours, weekends and during a public emergency (to include but not limited to floods, ice storms, disease outbreak, terrorist attack, etc.). Supervision Received: Receives supervision to perform established duties; operates within specific policy guidelines; standard practices or procedures allow employee to proceed independently to perform routine work; work frequently checked while in progress and reviewed upon completion. Supervisory/Leadership Responsibilities : None Decision Making and Problem Solving: Most problems are routine or predictable in nature, may make minor adjustments to work methods or procedures to identify solutions that exist within current work processes, procedures or systems. Knowledge, Skills, Abilities: Knowledge of County personnel policies, practices and procedures. Knowledge of federal and state laws, and State policies, procedures and practices. Knowledge of office practices, procedures and standard records maintenance. Ability to interpret and apply standard personnel policies, procedures, and regulations. Ability to exercise judgment in evaluating situations and making recommendations concerning employees and positions, transactions, and problems. Ability to handle a variety of personnel situations with tact and diplomacy in a confidential manner. Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions. Ability to research program documents and narrative materials, and to compile reports from information gathered. Ability to maintain clerical and statistical records. Ability to gather, compile, and evaluate position and employee information. Ability to use logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions.
