The primary purpose of this position is: To plan, manage, and administer a comprehensive year round base youth program in accordance with the Military Child Care Act of 1989 and AFI 34-249, Youth Program, 2000 (this is now all consolidated under one AFI). Provides an overall safe and healthy environment to stimulate and sustain the interest of youth. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: One year of specialized experience which has equipped me with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent. My experience includes the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management; or serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of youth development, recreation, and leisure principles, methodology, and practices relating to physical, intellectual, social, and emotional development. 2. Knowledge of youth activities and sports regulatory requirements, policies, and practices. 3. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals. 4. Skill in determining the qualification suitability of adults to work with youth. 5. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. 6. Ability to communicate effectively with others, both orally and in writing, to promote and report on the program, and to resolve problems and answer questions relating to the program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
