Conditions of Employment Cont.: This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and, if requested, submit a urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position. Work is performed on a daily basis in a Sensitive Compartmented Information (SCI) Facility (SCIF) and requires access daily to classified local wide area networks. Prior to appointment to this position, the selectee must be able to obtain and maintain a Top Secret clearance with access to SCI. This position has a recurring requirement for TS/SCI access. Incumbent ensures that procedures for handling classified materials are accurately followed and all security requirements are met. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of USSOCOM, GCC and component capabilities and all facets of Special Operations to include assessment, selection, and training of SOF and deployment and employment methods; knowledge of ASOT methods, techniques, procedures, and doctrine with emphasis on operational employment of ASOT operators; knowledge of SOF conduct of Preparation of the Environment and evolving PE programs and policies; Knowledge of SOF conduct of Unconventional Warfare and evolving UW programs and policies; knowledge of the DOD, Joint Staff, and inter-agency structure, organizational relationships, staffing processes, policies and procedures; knowledge of the management and staffing requirements for new or substantially altered programs and operational missions; knowledge and practical experience in using standard office equipment and peripherals, i.e., typewriters, computers, printers, fax machines, and scanners to produce a variety of documents, such as memoranda, spreadsheets, databases, briefings and graphics presentations; knowledge of standard office automation applications, (Word, Excel, Power Point, AMHS) to prepare recurring reports and locate, analyze, correlate, assemble, and compose routine and non-routine reports and correspondence; knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports; knowledge of standard office administrative procedures and practices required to ensure effective planning, organizing, and coordinating workload and to meet suspense deadlines; knowledge of oral and written communication techniques to effectively prepare documents and present information related to organizational, administrative, and procedural matters; and knowledge of automation information systems, operations, and communication security policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USSOCOM missions, objectives and authorities as they pertain to supporting and supported commands for planning the Global War on terrorism. Comprehensive knowledge and understanding of the authorities, responsibilities, policies, and procedures of the Defense Intelligence Agency, National Security Agency, Military Department Counterintelligence Organizations (MDCOs), Undersecretary of Defense of Intelligence (USD(I)), Undersecretary of Defense for Policy (USD(P)), and National Security Council necessary to coordinate with, and support the requirements of those organizations and respond to their inquiries. Expert knowledge of ASOT methods, techniques, procedures, and doctrine to ensure proper and effective employment of ASOT operators in support of USSOCOM directed missions.
