Facilities Manager

Responsibilities

• Lead and manage a multidisciplinary team of engineers, technical officers, supervisors, technicians, and contractors to operate and maintain assigned facilities efficiently
• Develop and maintain strong client relationships to build trust and confidence in service delivery
• Establish, monitor, and uphold quality service standards across all facility management activities
• Coordinate with external agencies to implement new initiatives and oversee major repairs and maintenance projects
• Prepare detailed tender documents and technical specifications to support procurement processes
• Plan, coordinate, and execute rectification works to resolve facility issues promptly and effectively
• Manage project costing and control to ensure budget adherence and financial accountability
• Assess staff training needs and plan skill development programs to enhance team capabilities
• Ensure staff demonstrate proficiency in handling repair and maintenance tasks independently
• Prepare and submit comprehensive daily, weekly, and monthly operational reports to clients
• Propose, evaluate, and implement feasible facility improvement works to optimize operations
• Prepare and manage annual budget submissions aligned with organizational goals
• Compile audit reports to ensure compliance with regulatory and internal standards
• Evaluate contractor performance through assessment reports and certify contractor payments accurately
• Enforce adherence to House Rules by staff and contractors to maintain operational discipline
• Provide practical solutions and coordinate with owners, users, consultants, vendors, and contractors to meet engineering functional requirements
• Conduct regular inspections of all systems to verify effective implementation of maintenance programs in compliance with guidelines
• Ensure all facility works are performed safely and in accordance with established safety procedures
• Perform additional tasks as assigned by Senior Manager to support facility management objectives
• Preferred competencies and qualifications
• Bachelor's degree in Mechanical or Electrical Engineering or equivalent from a recognized university
• Minimum 8 years of relevant experience in facility management, including at least 3 years in a managerial role
• Proven expertise in managing large-scale facility operations
• Strong interpersonal skills to work independently and collaboratively with diverse stakeholders
• Effective verbal and written communication skills
• Proactive and able to perform under pressure with minimal supervision
• Service-oriented mindset focused on client satisfaction
• In-depth knowledge of building systems and mechanical & electrical (M&E) operations with hands-on experience
• High level of initiative, integrity, and leadership capability
• Strong planning, organizing, and quality management skills
• Commitment to workplace safety and demonstrated good Work Safety and Health (WSH) behaviour
