About the role

The USPS OIG is seeking a highly qualified applicant to fill our Human Resources (HR) Analyst position with the Mission Support, Human Resources, Staffing and Classification team. Relocation expenses will not be authorized for this position. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited college or university and two (2) years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies to advise managers on a variety of legal, regulatory, and procedural issues related to recruitment, staffing, position management, and organizational design. OR At least four (4) years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies to advise managers on a variety of legal, regulatory, and procedural issues related to recruitment, staffing, position management, and organizational design. For both minimum qualifications, the applicant must have experience in applying a wide range of staffing and position classification concepts, practices, policies, precedents, and procedures, and the use of an automated staffing tool. DESIRABLE QUALIFICATIONS Professional Certification(s) related to HR EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Knowledge of and experience in applying federal position classification principles, concepts, and practices, sufficient to develop major job duties and responsibilities, determine appropriate titles, series, and grade levels, and write evaluation statements for position descriptions at various graded levels and occupational series in Factor Evaluation System (FES) format for federal civilian positions. Knowledge of and experience in applying federal staffing and placement principles, concepts, and practices sufficient to provide advisory services on a wide range of recruitment, staffing, and placement programs in the Competitive, Excepted, and Senior Executive Services. Skills and experience in independently executing a full life cycle on hiring actions, including developing assessment questionnaires, posting job announcements, administering rating and ranking processes, determining eligibility and qualifications, adjudicating veterans' preference, issuing certificates of eligibles, validating selections, and establishing pay for various types of hiring actions. Skills and experience in using a variety of automated personnel systems and programs at a level sufficient to manage vacancy announcements, process personnel action requests, manage position classification data, generate reports, and conduct research to identify data inaccuracies. Ability to work effectively (independently and within teams) across functional areas in a professional and collaborative manner to develop solutions through research and analysis. Ability to communicate factual and procedural information clearly, both orally and in writing, to employees and management on complex or irregular issues. You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or "See resume" or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
