The primary purpose of this position is to serve as a senior level pilot analyst for the Air Force Personnel Center, a Field Operating Agency (FOA), applying expertise in functional/technical pilot related programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes 1) In-depth knowledge of the mission, operating programs, and organizational structure of the Operations Career Field functional community on an Air Force-wide basis; 2) Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and program effectiveness; 3) Comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to administer assigned programs; 4) A wide range of knowledge of DoD and Air Force concepts, laws, principles, and practices as they apply to the career field; and 5) General knowledge of personnel policies and practices, including staffing, job assessments, and employee development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission and organizational structure of the Operations Career Field to effectively carry out career management responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of civilian career management. 3. Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions. 4. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems. 5. Ability to provide guidance and counseling to career field employees and managers. 6. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 7. Ability to communicate effectively both orally and in writing, in working out solutions to problems or questions relating to work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
