Responsibilities

• Grant/Project Management
• Head the implementation of projects at the field level, ensuring that the programme's ultimate, intermediate and immediate Outcomes are achieved.
• Plan, direct and co-ordinate activities of projects.
• Coordinate and lead project timely planning including DIP development, procurement planning, budget projections.
• Coordinate and manage project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
• Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
• Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
• Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
• Gather and compile project reports from project officers/coordinators and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.
• Provide to the project team with standard documents/tools to ensure standardized approach to the operations.
• Design strategies, create partnerships and interventions to ensure project activities and implementation strategies, in compliance with donor requirements. Ensure strong communication and coordination with all team members as a means to effectively achieve program
• Staff Management.
• Supervise a team of project implementation staff.
• Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring that there is opportunity for staff feedback.
• Ensure proper technical capacity of staff through training and performance management to project staff
• Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
• Manage staff performance through regular appraisals, performance reviews and clear with objectives.
• Budget Management.
• Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
• In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
• Manage project start-ups; project closing and ensured project deliverables achieved within time, cost and scope.
• Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;
• Monitoring, Reporting, Documentation & Knowledge Management
• Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.

Working under the leadership of Area Manager and the guidance of the Health & Nutrition Technical Specialist and Advisor, the Project Manager will provide supervision to key staff responsible for implementing the various components of these projects and work closely with other Technical Specialists. This position has the principal responsibility to provide operational oversight and project management of all Health and Nutrition Projects to achieve project objectives. The position holder will also provide the representation of the projects to donor(s), Local Authorities, and State government (in South West States, Jubaland and Hirshabele) key stakeholders.
