The purpose of this position is to serve as Technical Training Instructor and first-level supervisor providing planning and direction to, organizing work for, and exercising control over assigned nonsupervisory subordinate employees. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series. **This is a CCAF Position** For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of the subject area of the position (Civil Engineering) and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Note: resume must show supporting details. OR EDUCATION: Master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR a LL.B. or J.D., if related, with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. 2. Knowledge of Electrical Systems Schoolhouse at a practical level to include electrical principles, interior and exterior electrical distribution systems, installing and troubleshooting low and high voltage electrical crcuts, common test equiopment, common tool useage, safety, Air Force technical orders, electrical cofes and regulations, pole climbing, and working at heights of up to 60 feet. 3. Knowledge of Air Force technical training administration, policies and procedures to achieve the goals and objectives of the organization. 4. Knowledge of safety, security, personnel management, and EEO regulation, practices, and procedures. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships.
