About the role
The Health, Safety and Emergency Management Specialist reports to the HSE Manager and is responsible for Health, Safety, and Emergency Management across multiple locations within the Power & Energy Solutions portfolio. This role supports the execution of HSE programs by contributing to reporting, risk assessments, audits, and inspections, and by implementing and monitoring HSE policies and activities across facilities. The HSE Specialist ensures operations are conducted safely, efficiently, and in compliance with applicable provincial and federal Occupational Health and Safety and Workers' Compensation legislation, through the integration of company and third-party HSE standards. In addition, the role provides supervisory guidance and technical Health, Safety and Emergency Management expertise to Operations personnel and the Power & Energy Solutions leadership team and supports the implementation of the TC Energy Operational Management System (TOMS) and associated programs.
Responsibilities
- Promote and foster a proactive, positive safety culture across all operations and project activities
- Provide overall Health, Safety, and Environment (HSE) support to operational and project teams, ensuring consistent application of standards and expectations
- Review, update, and maintain Site-Specific Safety Plans, Emergency Response Plans, and related documentation to ensure accuracy and effectiveness
- Provide technical expertise in HSE regulatory compliance, including the development and implementation of plans to meet applicable legislative and corporate requirements
- Provide guidance during incidents, including supporting with Incident Command System (ICS) processes and coordination efforts.
- Analyze HSE performance data, develop consolidated reports, and deliver regular communications to stakeholders and departmental leadership
- Lead or support incident investigations and provide root cause analysis to identify contributing factors and prevent recurrence
- Facilitate the development, implementation, and tracking of corrective and preventive actions arising from inspections, audits, and incident investigations
- Lead and participate in HSE inspections, audits, and compliance reviews at both project and facility levels
- Actively participate in and support HSE-related meetings, including pre-job planning sessions, safety stand-downs, incident response, and lessons learned reviews
- Monitor and analyze HSE trends, and develop targeted response plans to address identified risks and opportunities for improvement
- Contribute to the development and continuous improvement of HSE programs, policies, processes, and procedures, including supporting implementation and change management
- Maintain awareness of emerging regulatory requirements, industry trends, and best practices, and provide recommendations to mitigate risk and enhance performance
- Support the development, implementation, and continuous improvement of Emergency Management programs, including preparedness, response, and recovery planning
- Coordinate and participate in emergency response exercises, drills, and simulations to validate plans and enhance organizational readiness
- Provide guidance and support during emergency incidents, including coordination with internal teams and external agencies as required
- Ensure alignment and integration of HSE and Emergency Management requirements within the TC Energy Operational Management System (TOMS)
- Conduct hazard assessments and risk evaluations to identify and mitigate operational and project-related risks
- Coach and mentor operations personnel and contractors on HSE expectations, safe work practices, and emergency response protocols
- Monitor contractor HSE performance and ensure compliance with company standards and contractual obligations
- Support occupational health initiatives, including exposure monitoring, workplace hygiene, and employee wellness programs
- Lead or support management reviews, audits, and assurance activities to evaluate the effectiveness of HSE and Emergency Management systems
Requirements
- Post-secondary degree or diploma in Health, Safety, Environmental Science, or a related discipline
- Minimum 6 years of progressive experience in Health, Safety & Environment, including experience supporting programs and personnel
- Experience with Incident Command System (ICS) and supporting or responding to emergency or business continuity events
- Strong knowledge of applicable provincial and federal HSE legislation and regulatory requirements
