Total Number of Openings 1 Plans and executes the construction and major modifications of Chevron's facilities. Establishes construction procedures, methods, costs, and schedules. Works closely with other functions to ensure projects are completed safely, timely, cost effectively, and are of desired quality. Manages Bajo Grande dock operations to ensure safe, reliable operations in support of PB's lifting program. The facilities of BG's dock consists of subsea pipelines, dock operations with loading arms and all balance of plant equipment including firefighting infrastructure and electrical infrastructure. The dock is utilized to receive and dispatch tankers to manage the Petroboscan crude oil. Manages and supervises all dock activities related to Petroboscan crude oil handling and export. Ensures strict compliance with company policies and procedures in all aspects for the safe handling and transfer of Petroboscan crude between Bajo Grande Terminal and marine vessels. Significant stakeholder management with complicated players related to partners of the NOJV. 1 Technical Expertise/Relevant Experience: Demonstrates deep technical expertise in the end‑to‑end operation and maintenance of dock facilities, with comprehensive knowledge of Chevron (CVX) standards as well as applicable local and international regulations. Possesses strong mastery of Operational Excellence (OE) and Base Business processes and brings critical experience working within complex Joint Venture (JV) environments. Leads and oversees all operational functions required to enable safe, reliable, and efficient crude handling and transfer activities. This includes the development and execution of lifting plans, assurance of crude quality specifications prior to transfer and subsea pipeline system reliability, and the coordinated connection of marine loading arms to export vessels. Ensures continuous integrity of dock operations. Exercises full accountability for validating product movements to maintain stringent transportation controls, including ship‑shore documentation, and customs permit requirements. Coordinates with diverse government entities to secure all necessary authorizations for cargo dispatch. Applies advanced knowledge in the evaluation of physicochemical properties and quality control of crude oil samples to safeguard specification compliance. 2 Leadership: Demonstrates strong leadership capability in directing a diverse, multi‑disciplinary workforce within a Joint Venture (JV) environment, effectively managing marine personnel and contractors to ensure safe, reliable, and compliant operations. Exhibits a high level of proficiency in applying COEM principles to both Chevron and contractor organizations, driving consistent performance and fostering a culture of accountability. Leads the development, competency building, and ongoing training of marine personnel to strengthen operational readiness and technical capability. Provides critical operational guidance to the engineering organization on project execution, system commissioning, equipment testing, and integration of new facilities into ongoing operations. Oversees all internal and external audits and ensures rigorous compliance with documentation requirements related to measurement systems, equipment maintenance, inventory reconciliations, sales and exchange transactions, and invoicing accuracy. Holds full accountability for the management and stewardship of the critical equipment spare‑parts inventory system, ensuring optimal stock levels to support operational continuity and mitigate equipment‑related risks. Builds and maintains essential coordination channels between PDVSA organizations (Operations Coordination, trade, supply, and scheduling) and Chevron logistics teams (planning, marketing, finance) to ensure seamless execution of all marine logistics activities, including vessel berthing, loading, departure scheduling, and alignment with commercial obligations. Operates effectively within a complex stakeholder landscape, demonstrating strong influence, diplomacy, and alignment across multiple internal and external entities. 3 Compliance and Safety Management: Fosters an Incident Injury Free Operations (IFF) environment using the Operational Excellence (OE) Management System. Assists with administration of a Operations Health, Environmental & Safety (HSE) program that includes, safety training, compliance reviews, audits, Root Cause Analysis (RCA's), emergency preparedness, near-miss/incidents reporting, safety meetings, and process improvement initiatives. Places a strong emphasis on development of the local contractor(s) workforce regarding health, environmental & safety performance.
