About the role

A qualified candidate must possess the following: Specialized experience that demonstrates the ability to perform the duties described above using the theories, principles, practices, and techniques of generally accepted accounting principles. (Specialized experience: One (1) year of experience performing senior-level technical work providing a wide variety of accounting, budgeting, and financial management functions using the theories, principles, practices, and techniques of Generally Accepted Accounting Principles (GAAP). Ability to apply knowledge in reviewing, analyzing, revising, and recommending approval, disapproval or modification of budget requests and justifications. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level. Supervisory experience directing technical and professional financial management operations. In addition to the above qualifications, candidates who possess all of the following qualifications will be considered "Highly Preferred" or "Best Qualified": Minimum of five years NAF experience that demonstrates the ability to apply financial accounting principles, methods and techniques of fiscal management, with a strong background in budget preparation, payroll management, internal controls and financial systems reporting. Experience coordinating manpower and staffing issues with NAF personnel office and EPAY systems. Experience analyzing monthly NAF financial reports to include budget variance, Major Construction/Restoration, CPMC execution and cash flow projections. Financial management experience to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for both appropriate funds (APF) and non-appropriated funds (NAF) budgets and analysis of financial data. ***Applicants who meet the minimum qualifications and "Highly Preferred Criteria" will be referred to the selecting official for consideration first.
