CANDIDATES MAY QUALIFY BY VIRTUE OF EDUCATION, SPECIALIZED EXPERIENCE OR A COMBINATION OF BOTH EDUCATION AND EXPERIENCE. YOU MUST HAVE GRADUATED BY JUNE OF 2026 TO BE ELIGIBLE FOR SELECTION. GS-7 A. Education: 1 full year of graduate level education or superior academic achievement. OR B. Specialized Experience In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-5 grade level in the Federal service. Specialized experience is defined as: 1. Experience conducting legislative analysis. 2. Experience conducting preliminary research on pending legislation, congressional hearings and/or committee activities. OR C. Combination of both education and specialized experience. GS-9 A. Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR B. Specialized Experience In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as: 1. Experience conducting legislative analysis. 2. Experience conducting preliminary research on pending legislation, congressional hearings and/or committee activities. 3. Experience preparing legislative summaries, issue papers, briefing memoranda and talking points that explain the purpose of proposed legislation. OR C. Combination of both education and specialized experience. GS-11 A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR B. Specialized Experience In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as: 1. Experience conducting legislative analysis. 2. Experience conducting preliminary research on pending legislation, congressional hearings and/or committee activities. 3. Experience preparing legislative summaries, issue papers, briefing memoranda and talking points that explain the purpose of proposed legislation. 4. Experience developing written legislative analyses that identify the purpose and scope of proposed legislation. OR C. Combination of both education and specialized experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. *EDUCATION DOCUMENTATION-UNOFFICIAL OR OFFICIAL TRANSCRIPTS MUST BE SUBMITTED. CANDIDATES WHO DO NOT SUBMIT THEIR TRANSCRIPTS WILL BE DEEMED AS INELIGIBLE.* FOREIGN EDUCATION: To receive credit for education outside the U.S., you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs.
