The primary purpose of this position is to manage Air Reserve Component (ARC) assignments in accordance with applicable law, AFIs and policies In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military structure, military human resource management (HRM), military benefits and entitlements, and related HRM programs. Skill in applying, military laws, HR rules, procedures, policies and operations concerning Military assignment requirements sufficient to make initial and final determination on reserve member's eligibility for assignments. Knowledge of and skill in applying the application of legal and regulatory principles, concepts, practices, and techniques of Air force policies and procedures in humanitarian and Exceptional Family Member Program assignments and deferments. Provides authoritative guidance on behalf of AFRC and USAF/RE to assigned AFRC organizations, commanders, and unit members in a range of occupations, which are predominately professional and administrative in nature, regarding assignment actions; review records and documents to develop facts and issues; research and provide explanations regarding rules, procedures and requirements to ARC employees; outline options for the case and recommend appropriate action; and answer questions and prepare reports pertaining to the case. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of and ability to apply an extensive body of military HR laws, rules, procedures, policies, business practices and operations concerning ARC Assignments. Knowledge of fundamental Air Reserve Component, Air Force Reserve Manning Policy, practices, methods, and analytical techniques for ARC mission with the ability to work under the pressure of established deadlines and frequent un-programmed short suspense. Comprehensive knowledge of format, content, and uses of the military personnel record, procedures and requirements regarding its maintenance. Ability to gather and analyze facts, and draw conclusions from information, and to communicate information clearly, orally and in writing. Ability to perform Assignments management advisory services in regard to immediate, specific, noncontroversial problems. Analyze, interpret and articulate publications, directives and laws on assignment policy and procedures. Ability to consult effectively with co-workers and specialists in other offices. Comprehensive knowledge of automated systems, personal computers, and software. A qualified typist is required. Ability to work independently on assigned projects. Sets and achieves goals without external motivations. Understand civilian personnel guidelines and the master labor agreement. Ability to communicate effectively with diverse groups of individuals, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
