If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one year of specialized experience that equipped you with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [To be creditable, the specialized experience must have been at the GS-09 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes: Knowledge of policies, procedures, and precedents including all Veterans Health Administration handbooks and directives, that relate to the education of physicians, dentists, nurses, and associated health trainees. Knowledge to the oversight of Educational Programs in the VISN as it relates to education programs and affiliation agreements to analyze/evaluate information, interpret guidance and draw conclusions. This includes reviewing Trainee Qualifications and Credentials Verification Letters from affiliates for compliance with federal regulations. Knowledge of budgeting and fund control accounting techniques to prepare a budget plan, enter obligations and report changes for Needs and Excess reports. OR Have a completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR Have a combination of education at the GS 11 and experience. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have aster's or equivalent graduate degree OR,2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related Combination: Applicants may also combine education and experience to qualify at this level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
