MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directs, supervises, and evaluates multiple administrative and emergency services programs, branches, and personnel, ensuring alignment with organizational priorities, regulatory requirements, and mission objectives while providing executive-level leadership and strategic oversights. Manages and coordinates a broad range of administrative functions and services associated with Homeland Security Presidential Directive 12 (HSPD-12), including policy implementation, credentialing operations, access control programs, compliance monitoring, and interagency coordination to ensure secure and efficient workforce operations. Analyzes daily operational data, performance metrics, and program reports across multiple functional areas to identify trends, assess risks, and develop recommendations for senior leadership; exercise independent judgement in making decisions affecting program effectiveness, resource allocation, and organizational readiness. Provides executive leadership in the planning, coordination, and administration of critical support services, integrating administrative operations with emergency management requirements to enhance organization preparedness, continuity of operations, and service delivery. Oversees the development and implementation of policies, procedures, and performance measures to improve operational efficiency, strengthen internal controls, and ensure compliance with federal regulations and agency directives. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
