About the role

We are seeking a detail-oriented and motivated Community Development Grant Specialist to support the Housing Stability Division' s Housing and Urban Development team. This team works w ith HUD Funding including CDBG, ESG, HOME and HOPWA awards. These funds are used to help with a wide range of affordable housing, public services and homeless services projects. The HUD team is a small team working to keep the city's HUD funds up to date with policy and program changes from the federal level down to the community level. The city receives around 15 Million dollar across its 4 program s and funds up to 60 programs a year. The successful candidate will have a Bachelor's degree from an accredited college or university in Business Administration, Accounting, Public Administration, or a closely related field plus 2-4 years of related experience. Education and experience may be substituted one for the other on a year-for-year basis. Position Salary Range: $60,941/yr. - $83,111/yr. The established market rate for this position is $83,111/yr. Responsibilities

  • Reviews grant applications and verifies compliance with applicable regulations, City ordinances, and program requirements.
  • Advises and negotiates with all parties to ensure they understand and comply with program parameters to meet the goals of funding requirements, city initiatives, and associated implementation efforts.
  • Drafts legal grant agreements, memorandums of understanding, amendments, restricted use agreements, promissory notes, and trust deed contracts.
  • Manages grant reimbursement process and financial tracking to ensure timely payments to all grantees, and monitors grant spend down and actively works with grantees to ensure funds are fully and properly expended within the terms of each grant.
  • Conducts compliance monitoring to ensure funds are being used in accordance with applicable grant regulations, city policy, and best practices. Problem solves with grantees to ensure successful program operations.
  • Gathers, prepares information on, and regularly reports on program progress with each grantee. Tracks all required data points and regularly reports on program data to team, division, department leadership, Mayor, City Council, funding entity, various advisory groups, and the public, as needed.
  • Facilitates and coordinates policies and activities, as needed, with other city departments to implement policies, plans, and initiatives; organize meetings, maintain records, prepare reports and meeting summaries.
  • May manage the processes and activities associated with resident advisory boards and committees; maintains required records, meeting summaries, and other mandatory information; prepare meeting and informational materials for all involved parties.
  • Performs other duties as assigned.
