About the role
You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the INFORMATION TECHNICAL SERVICES DIVISION of COMMANDER NAVY REGION HAWAII. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Coordinate the installation of new application software to meet customer information technology (IT) needs. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing public safety and emergency management networks, including radio frequency (RF) voice, Land Mobile Radio (LMR), Continuity of Operations (COOP) communications, and data/video technologies; 2) Using knowledge of Department of Defense (DoD) and Department of the Navy (DON) policies for governing communications, resource management, procurement, C4/IS logistics, and security; 3) Applying knowledge of federal civilian personnel management policies and procedures to effectively supervise, direct, and mentor subordinate staff; 4) Providing technical expertise in network architecture standards, Telecommunications Industry Association (TIA) standards, and network-specific routing protocols (e.g., MPLS); 5) Planning, developing, and executing IT systems across their entire life cycle to ensure technical capabilities meet current and future operational requirements; 6) Using knowledge of the Risk Management Framework (RMF) and the core principles of protecting information systems to ensure confidentiality, integrity, and availability (CIA); 7) Providing IT portfolio management, program development, and project oversight for the organization; 8) Formulating, submitting, and managing annual budgets and spending plans specifically supporting network engineering and emergency communications; 9) Overseeing the operations and maintenance (O&M) of enterprise-level platforms, such as Public Safety Networks, Enterprise Land Mobile Radio systems, and Navy Emergency Response Management Systems; 10) Communicating complex technical and operational concepts effectively, both orally and in writing, to stakeholders at all levels.
