The primary purpose of this position is to plan, manage, supervise and direct a comprehensive Community Program and Unit Cohesion Office responsible to the needs and support of units, military members, and their families, and generate internal and external opportunities through a centralized programming office. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least the GS-04 level or equivalent in other pay systems. To be creditable, at least one year of the general experience must have been with business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; morale, welfare, and recreation business operations; and/or community wide event planning to develop/revise programs to meet goals and promote patronage; knowledge of a range of methods and techniques for planning and administering recreational programs; knowledge of community readiness programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Four year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. NOTE: You must submit a copy of your transcripts. Ideal Candidate: The ideal candidate has extensive knowledge of MWR policies, business operations, and event management. They excel in developing, implementing, and overseeing diverse recreational services and community activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of MWR policies, business ops, and event planning to evaluate program and drive patronage. 2. Ability to publicize program via traditional media and social media (TV, Radio, Facebook, etc.) 3. Skill in developing, implementing, and managing diverse recreational services and community activities. 4. Training & Public Briefing in curriculum development, training delivery, senior-level briefings, and public relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
