Budget Officer

About the role

The incumbent leads branch budget development, coordination, and execution throughout the budget cycle. They serve as a principal advisor on financial matters, working with Institute leadership and scientists to ensure compliance with budget policies and regulations. Their guidance and planning significantly impact programs, staff, and the overall effectiveness and efficiency of NIH's mission. They provide strategic recommendations to support organizational priorities and resource management. You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Exercising delegated managerial authority to set annual, multiyear or similar types of long-range work plans and schedules for in-service or contracted work and assures implementation of programs; Providing analysis of new or revised legislation to ascertain financial impact on operations; Planning, directing, and coordinating the financial management activities and advising senior staff on the management of financial and personnel resources; and, Providing financial management leadership, technical assistance, and problem-solving advice to management staff including administrative personnel for phases of the budget process.
