About the role

Employee will serve as a Program Support Assistant within the Research Administration Budget Office of the Research and Development Service (R&D) located at the VA Portland Health Care System (VAPORHCS) in Portland, OR. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience is working in a health services research environment Coordinating the day-to-day administrative activities of the office, and includes purchasing, a wide range of standard items with consideration to price, delivery dates, transportation, shipping, and handling charges, and maintaining system of accountability of research funds, reconciling/balancing books to research fund control points. Processes micro-purchases (credit card) transactions. Acts as a Contracting Officer Representative (COR) for department contracts. In addition to meeting the specialized experience you must also self-certify that you are a qualified typist. TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. PHYSICAL REQUIREMENTS/WORK ENVIRONMENT: The work is primarily sedentary, however, there may be some walking, standing, bending, pushing of carts, and carrying of items of moderate weight such as large binders, banker style file boxes, meeting materials, papers, or books. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting, and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated; however, the office is in proximity to basic research laboratories and to animal facilities, which requires close adherence to facility safety and security procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
