You can learn about our benefits here: https://humanresources.baltimorecity.gov/hr-divisions/benefits Job Summary The Fiscal Division (Fiscal) serves as the central financial office for the Baltimore City Department of Public Works (DPW) and operates under the leadership of the Division Chief, the agency's Chief Financial Officer. Fiscal is comprised of four functional offices: the Office of Budget and Financial Planning, the Office of Accounting, the Office of Procurement, and the Office of Contract Administration. Collectively, these offices support the department's budget development and management, accounting operations, purchasing, capital project administration, and financial planning and reporting in support of its mission to deliver essential public services that promote a cleaner, healthier, and more vibrant region. The Deputy Chief Financial Officer performs high-level management of daily financial operations for the agency. The position does involve supervisory duties or responsibilities. Incumbents receive administrative supervision from the Chief Financial Officer. An employee in this position works a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion. Essential Functions Assist in the planning, direction, and coordination of all financial operations within the agency Prepare or direct preparation of financial statements, activity reports, financial position forecasts, annual budgets, statistical reports, and other documents and reports required by laws, regulations, or senior leadership Serve as strategic advisor to the CFO on a complex range of agency financial matters including strategy, best practices, and policies Serve as the senior manager responsible for the leadership, performance, and accountability of multiple chiefs Serve as the point of contact to the department of finance and other agencies on inter-agency and citywide fiscal matters Consult with senior agency leaders on budget development, executing budgets within authorized amounts, position management, procurement, accounts payable, and fleet management Oversee the development and implementation of short-term and long-term financial objectives Identify opportunities to improve operational efficiency, cost effectiveness, and financial innovation Participate in the development, implementation, and oversight of agency-wide financial performance management and long-term financial plans in conjunction with the CFO Oversee the implementation of agency-wide financial performance management Examine documents for completeness, accuracy, and conformance with procedures and regulations Direct financial studies and research Develop operating strategies, plans, internal controls, guidelines, and procedures for activities Perform personnel functions, such as selection, training, development, or evaluation Approve expenditures Other duties as assigned
