About the role

Horizon3.ai is growing fast and so is the complexity of running a global team. We're looking for someone who excels at both strategic thinking and execution. This person will play a key role in building a strong foundation for international operations that scales with the business. Based in our beautiful Amsterdam office (EMEA HQ), you'll be responsible for our growing international footprint including entity launches, compliance programs, employee lifecycle automation and benefits consistency across every market we operate in. Responsibilities

  • Global People Operations & Systems
  • Own the international employee lifecycle end-to-end including onboarding, offboarding, and job changes, with a relentless focus on consistency, compliance, and a great employee experience.
  • Design and automate core workflows across our people systems (Rippling, Deel, and adjacent tools), eliminating manual work and building infrastructure that scales.
  • Standardize international hiring operations: localized offer letter templates, visas, background check processes, and approval workflows
  • Leverage AI tools and automation platforms to accelerate documentation, policy creation, and employee-facing resources.
  • Develop global policies for relocations, international mobility, and more.
  • Own global employee handbooks and policy documentation for all entity countries - current, compliant, and actually readable.
  • International Expansion & Entity Operations
  • Project manage new country entries and entity launches.
  • Build and own a scalable expansion playbook that captures statutory requirements, benefits norms, and operational obligations for every market we enter.
  • Maintain current country-level overviews across our global footprint so the People team and our key internal partners (Payroll, Finance, IT, etc.) always know exactly what's required, where.
  • Monitor regulatory changes proactively across our international markets and assess their impact on our programs before they become problems.

  • Partner with our Total Rewards team to maintain a consistent global benefits and leave infrastructure including parental leaves, pensions/retirement, and statutory entitlements.
  • Partner with the broader People team on international compensation frameworks and total rewards positioning.

Requirements

  • 5+ years in international People Operations, HR Operations, or Global Mobility with real, hands-on experience across multiple countries.
  • Direct experience with entity launches, EOR management, and new country expansion. You've done it before and know what to watch out for.
  • Comfort configuring and automating workflows in HRIS and EOR platforms (Rippling and Deel experience a strong plus).
  • Practical experience using AI and automation tools to scale People Ops work not just familiarity, but actual execution.
  • Strong knowledge of Dutch employment law and the Amsterdam regulatory environment; broad familiarity with EMEA and APJ markets.
  • Fluent English. Other languages are a bonus.
  • You build things that work, document them so others can use them, and always ask how it could be faster or more automated next time.
