Position Summary The Office of Sustainability seeks a Program Coordinator to support the City's Building Energy Benchmarking Program (a.k.a. Benchmarking), the Building Energy Performance Program (BEPP), and the potential creation of advanced building energy policies. The role will involve program administration, customer support, and management of energy data from over 3,000 buildings. This position will report to the Program Manager, Building Energy Programs on the Citywide Energy Solutions team. The City's Building Energy Programs work together to improve overall energy efficiency in large buildings. These programs require building owners to report energy and water data, and in some cases, make improvements to support better energy and water efficiency in the building. Through these initiatives, the city can reduce emissions from the largest buildings, increase energy efficiency, and advance its goal of carbon neutrality by 2050. Candidates should be familiar with these programs and can learn more at www.phila.gov/programs/building-energy-programs/ . The ideal candidate will have experience with program administration, a strong interest in building decarbonization policy, data analysis skills, and the ability to build relationships with building owners and other stakeholders. Essential Functions Program Administration and Enforcement Support tracking, compliance, and enforcement of benchmarking and BEPP. Manage program communications with newsletters, mass mailers, email templates, program help resources, etc. Review building submissions and determine compliance with regulations. Assist building owners and managers with submission requirements via email and one-on-one technical assistance calls. Create and track notices of violation and fine invoices for properties that are not in compliance. Building Energy Data Management & Analysis Update and maintain a list of "covered buildings" that includes all buildings in Philadelphia subject to the Benchmarking Program and/or BEPP. Collect, manage, and analyze building energy and water usage data in BEAM or similar tools. Use benchmarking tools such as ENERGY STAR Portfolio Manager. Conduct data quality assurance and review building energy submissions. Analyze performance metrics such as energy use intensity (EUI), emissions, and compliance rates. Prepare reports for city leadership, policymakers, or the public. Building Energy Policy Advancement Support research and development of new energy policies, regulations, and initiatives. Competencies, Knowledge, Skills and Abilities The Office of Sustainability is looking for a highly motivated individual who possesses the following skills and competencies: Excellent written and verbal communication skills. Strong interpersonal skills and relationship management. Experience with Microsoft Excel (required), BEAM (preferred) and ENERGY STAR Portfolio Manager (preferred). Ability to analyze and organize energy data using Microsoft Excel (required), GIS (preferred), and/or coding languages (preferred). Comfortable and effective working both independently and on teams. Ability to effectively develop presentations highlighting data for various audiences. Proficiency in Microsoft Office, including Word, Excel, and PowerPoint. Demonstrated ability to manage time efficiently and meet deadlines. Outstanding integrity, positive attitude, and self-direction. Clearly mission driven, with a specific passion for the work of OOS and serving Philadelphia. Education: Bachelor's degree in environmental studies, urban planning, engineering, technology, or a directly relevant field or equivalent experience.
