About the role

The primary purpose of the Management & Program Analyst is to work within the Planning and Programming Section as part of an interdisciplinary team of facility planners, architects, engineers, and other project managers. This position is located in the Engineering Department at the Veterans Affairs Salt Lake City Health Care System. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: Providing full administrative and programmatic oversight for the assigned program and functions as the subject matter expert on administrative and operational processes that support program execution, plans, coordinates and evaluates program activities to ensure effective and efficient operations, identifies operational issues, inefficiencies, or gaps in processes and develops recommendations for improvement, provides ongoing support for program-specific administrative functions, including formulating transition budgets, creating phasing, and transition plans, and facilitating ongoing communication and coordination with the Project Development Section project managers and contract officers' representatives (COR) on all building activation "fit up". Develops spreadsheets to identify furniture, fixtures, and equipment (FF&E )needs and oversee the procurement process, communicates and updates moving schedules through regularly scheduled meeting/conference calls. Plans, coordinates capital equipment, all non-recurring FF&E activities, warehousing, staging and the eventual installation of all VA furnished, VA installed (VV) and VA furnished, Contractor installed (VC) non-recurring activation items. Coordination with VA facility planners, interior designers, medical equipment planners, logistics, OIT, contracting officers and the respective services and section chiefs to successfully activate each building space and FF&E activation activities. Preferred Experience: Experience in Initial Outfitting (creating comprehensive furniture, fixtures, and equipment (FF&E) plans for buildings), Transition planning (developing detailed plans for relocating operations from one location to another), and Activation (bringing new or renovated buildings to full operational functionality). Possess direct hospital operations experience with a solid understanding of clinical workflows and how they integrate with IOTA (Initial Outfitting, Transition and Activation) processes to ensure seamless project delivery in healthcare environments.
