The primary purpose of this position is: Serves as Financial Specialist and Travel Program Manager for HQ NORAD and USNORTHCOM and Subordinate Commands' travel and accounting programs to include the Defense Travel System (DTS), Government Travel Card, Defense Enterprise Automated Management System (DEAMS), Defense Agency Initiative (DAI) and legacy financial systems. These duties may require additional duty hours and/or alternate duty locations. - Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation. - This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program." In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-09 - SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill of DFAS and Air Force accounting and budget data reported on accounting computer printouts used to analyze and resolve a variety of non-routine or far-reaching financial management issues. Knowledge and skill applying commonly used budget and finance practices, policies, procedures, regulations and guides using financial systems for assigned work to justify budgets, determine and transaction input, and enter costs in standard forms and schedules using accounting systems to execute the budget and report to Air Force. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes mastery of and skill in applying concepts, principles and practices of a wide range of policies/regulations/laws used to formulate requirements, acquisitions, budget submission, justification, program changes and transaction input. Expert knowledge of planning, programming, budgeting and execution systems and requirements generation processes. Comprehensive knowledge of DFAS and Air Force mission/functions, accounting operations, metrics, policies and procedures in order to analyze and share solutions to resolve a variety of non-routine or far-reaching financial management issues. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
