Position Summary: Evaluates and implements training procedures and training activities of the fire department units and their personnel. Develops and maintains a current overall training program that is compliant with the Texas Commission on Fire Protection, International Fire Service Accreditation Congress, and compatible with National Fire Protection Association Codes and standards and to ensure its implementation through written reports, drills, refresher, and continuing education training as required. Maintains comprehensive and compliant records for inspection by the Texas Commission on Fire Protection and the United States Coast Guard. Key Responsibilities/Duties: Schedule, coordinate and conduct, personally and with station level instructors, continuing education training hours to meet the Texas Commission on Fire Protection and Texas Department of Health Services requirements Routinely visit fire stations for review of training, equipment, and testing records and for distribution of Port Houston and departmental information and equipment Conduct testing for the Port Houston Fire Department Phase Program Develop, maintain, schedule, and administer Texas Commission on Fire Protection compliant training programs on Marine Firefighter, Hazardous Materials Technician, Driver Operator/Pumper, Fire Officer, and Fire Instructor Maintain training aids, lesson plans, training records and equipment records for planned or impromptu inspections by the Texas Commission on Fire Protection Schedule formal training with Channel Industries Mutual Aid (CIMA), Federal Emergency Management Administration, National Fire Academy, Texas Emergency Services Training Institute or any recognized Federal, state or private sector training organization, as may be necessary, to maintain the highest level of readiness for any request for emergency services within Port Houston's jurisdiction Respond to requests for emergency services on any incidents when requested and reports to the Incident Commander as a Safety Officer Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you) Perform other duties as needed Education/Experience: High School diploma or GED equivalent required 3+ years of related firefighting experience required License/Certification: A current, valid Texas driver's license is required Fire Officer I certification required TCFP Structural Firefighter basic certification required TCFP Hazardous Materials Technician certification required TCFP Marine Firefighter basic certifications required Fire Service Instructor III certification required Emergency Medical Technician basic required A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment Knowledge, Skills, Abilities and Behaviors: Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups Knowledge of the measurement of training effects Knowledge of Port Houston and department procedures, rules and regulations Knowledge of structural, marine and industrial firefighting Knowledge of current fireboat operations and maintenance Knowledge of personal protective equipment Knowledge of apparatus require for emergency situation Knowledge of firefighting methods Knowledge of emergency medical methods and procedures Knowledge of behavioral science Coordination and time management skills Interpersonal skills Organization and time management skills Public speaking skills Teaching skills Verbal and written communication skills Ability to manage material resources Ability to monitor and assess Key Competencies Required: Communication Developing Others Effective Presentations Motivates Others Planning and Organizing Safety This work site location of this job is: Port Coordination Center Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
