Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: The Senior Disaster Risk Reduction (DRR) & Humanitarian Emergency Affairs Coordinator plays a critical field-level leadership role in strengthening disaster preparedness, readiness, and response systems across Nepal's federal, provincial, and local governance structures. Under a US government-funded initiative, this position is responsible for leading the design, coordination, and implementation of DRR and emergency preparedness activities together with partner NGOs while ensuring rapid, principled, and effective humanitarian response in the event of a disaster as a technical person providing the contribution on community-level project-related intervention. The incumbent is also responsible for promoting community-based disaster risk reduction and management and scaling up during emergencies together with partner NGOs to increase the resilience of children and communities, as well as local government officials, for building their capacity and making them ready for foreseeable hazards and disasters. The coordinator will work closely with local governments, provincial and national authorities, relevant humanitarian clusters, partner NGOs and community stakeholders to strengthen early warning systems, contingency planning, anticipatory actions, and response mechanisms. The coordinator will ensure all partner NGOs have strong capacity in DRR and emergency response. Furthermore, the role emphasizes localization and alignment with global humanitarian standards (Sphere, Core Humanitarian Standards), contributing to resilient and responsive systems in high-risk areas of the project. The positions will be based in Dhangadhi (Sudurpaschim province). This is a one-year fixed-term position. JOB RESPONSIBILITIES Technical Support on Disaster Risk Reduction and Preparedness Facilitate and support multi-hazard risk assessments, vulnerability mapping, and scenario analysis Strengthening local early warning systems and anticipatory action mechanisms in collaboration with relevant authorities Support development and updating of Local Disaster and Climate Resilience Framework and preparedness plans at municipal and provincial levels Promote integration of DRR into local development planning processes Collaborate with the WVI Nepal existing SHIELD project staff for identifying gaps and possible collaboration areas to address the DRR and humanitarian actions interventions Support on innovation of the multiple hazard assessment tools to develop, test, and finalize in collaboration with the innovation-related staff. Provide technical support to the partner NGOs who are implementing the project with the tools, skills, and knowledge where they feel the quality of the work delivery is good. Lead/support to facilitate every process of strengthening local municipalities on the implementation of the Disaster Risk Reduction and Disaster Management (DRR&M) related plans and policy. Identify the gaps of the DRR and disaster management-related plans and policy at the local level and inform the project team for necessary planning to support them from the project necessarily. Provide support for the small-scale mitigation measures and project-related constructions to reduce the disaster risk in the community, such as check dams, drainage, bioengineering, and gabion walls. Emergency Response and Humanitarian Coordination Act as a first-line coordinator for rapid response actions in case of disaster events. Support coordination of humanitarian response mechanisms, including cluster systems at the district level and municipal level. Ensure timely, rapid needs assessments, response planning, and implementation as per the PDRA or similar assessment completed previously by the project and aligned with humanitarian principles. Coordinate with national and sub-national (Local) emergency operation centers (EOCs) Support to facilitate deployment of response teams, resources, and logistics in collaboration with WVI Nepal and partners for the rapid response within 24 to 72 hours. Support to develop response plans for additional relief and recovery funding. Lead a review of the intervention during the emergency so that the project has achieved its implementation goal after the observation of the local and provincial capacity.
