Responsibilities
- Support the development of the process, procedures and policies for the Contracting Entity's cost control standards, ensuring those standards take account of industry standards and any contractual terms and conditions.
- Preparing cost estimates for piping installation ((materials, labour, equipment).
- Develop and maintain the processes, systems and administrative procedures necessary to support the timely and accurate dissemination of cost reports.
- Foster relationships with the supply chain and wider industry including contractors, consultants, suppliers and professional bodies.
- Provide advice and expertise in relation to claims and disputes that may arise on construction and consultancy contracts.
- Review the schedule of rates or Bill of Quantities prepared by the cost consultants for the purpose of preparing a pre-tender estimate (budget) against the designs, commenting as required
- Review the monthly valuation for post-contract costs, valuations, variation orders, and final accounts of packages.
- Cost control & reporting: Monitoring project costs vs budget & producing financial reports and forecasts.
- Minimum 8 years' experience, in a QS/Cost Management role within the Infrastructure/Utilities/Oil & Gas sector.
- Must have a technical understanding of piping works.
- Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.
- Strong experience of delivering technically complex and high value projects.
- Experience of working in a comparable consultancy environment, or with a client or contractor organisation.
- Knowledge of cost management principles, methods, techniques and tools, including the standard method of measurement.
- Must have excellent stakeholder engagement skills and the ability to foster relationships.

The SQS will undertake or review measurement of designs and on-site works completed, develop the schedule of rates or Bill of Quantities, provide their assessment of on and off site materials, monthly payment certificates and package final accounts, as well as monitoring the anticipate final project costs and making recommendations for monthly payments or final accounts due ensuring Contractual Entitlement.
