The primary purpose of this position, PRODUCTION CONTROLLER (AIRCRAFT), GS-1152-07, potential GS-1152-09, is to to perform a variety of production planning, scheduling, and supply tasks in direct support of depot maintenance programs such as the repair, overhaul, manufacture, and/or modification of complex weapon systems. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience is experience in evaluating the production organization, including associated production methods and processes, labor, machinery, manpower, and material requirements; and correlating and analyzing a variety of routine production data and processes for specific products to prepare outlines for basic production schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience is experience in the production organization and related production methods, processes, facilities, machinery, equipment, manpower, and materials required to plan and schedule repair, overhaul, and/or modify operations for a wide variety of major aircraft, commodity systems, exchangeables, and associated assets; and experience in recurring overhaul or repair of products using multiple process production methods and procedures to develop information necessary for the control of a complex product, i.e., numerous skilled trades utilizing a variety of general purpose and specialized machines, tools, equipment, and material to repair, overhaul, or modify a variety of aircraft and commodity items. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Employees selected for a GS career ladder position may remain in their career ladder position until they reach the full performance level for their GS position, at which time they will be converted to AcqDemo. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
