The primary purpose of this position is: To serve as an Air National Guard (ANG) Military Personnel Tier II program administrator and subject matter expert of ANG Accessions Program. Plans, develops, and establishes program guidance, assessments, requirements, and advisory services for the Air Force-wide program to external and internal customers. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying a working knowledge of Human Resource Management (HRM) concepts, military personnel principles, federal laws, executive orders, regulations, policies, directives, principles, and practices to effectively administer an agency wide Military Accessions program; knowledge of DoD, Air Force, Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the agency. 2) Providing knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. 3) Applying analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 4) Using knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5) Justifying, defending, and recommending decisions on an end-to-end program within a matrix organization. 6) Communicating, orally and in writing, to provide seasoned advisory services to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 7) Planning, organizing, training, and leading a medium sized team, coordinating, and integrating the work activities of several different projects to ensure maximum effectiveness in attaining program goals. OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
