Description of Work The primary purpose of the Regional Operations Chief Engineer position is to provide operational oversight of the seven regional office operations. The Regional Operations Chief Engineer supervises all seven (7) Regional Engineers. The emphasis of the position is to ensure that daily operational needs for all Section Programs are met. This employee works directly with Regional Supervisors, Central Office Section Program Managers with their staff and regional office staff regarding workload allocation, project management, law/rule/policy development and enforcement initiatives to address compliance problems. This employee functions as the lead staff concerning Regional Operations based matters involving interactions with environmental consultants, local government officials, media, and legislative and congressional representatives. When staffing limitations prevent adequate delivery of program needs, the position may directly assist with project completion in any of the program areas. The primary purpose of the Regional Operations Chief is to provide support and supervision to seven (7) Engineer Supervisor I positions, assist all 7 Regional Offices, work to ensure consistency and assist ROs with program development. This is accomplished by: The administration of the four statewide regulatory environmental programs promulgated by the Sedimentation Pollution Control Act, the Mining Act, the Clean Water Act & State Stormwater Laws and the Dam Safety Law. The development, organization, and implementation of the Assistance and Compliance Oversight efforts of the Division. This will minimally include the development and implementation: 1) RO and CO expectations documents, 2) RO field support, 3) expanding reference materials for RO and CO use, 4) consistency meetings, 5) enhance CO and RO oversight of local programs and 5) enhance database management and data analysis. Direct the review of engineering plans and specifications for construction projects ranging from routine grading operations to complex design and construction of large mines, dams and construction projects. Assist with and review fiscal and personnel recommendations of the regional office, central office staff and assist with the preparation and maintenance of the overall DEMLR budget. Provide outreach and education assistance to local, state and federal agencies on the requirements and methods of compliance with the Section's four regulatory programs. Coordinate the development of and conduct training workshops and seminars for Program Operations and Regional Operations Section staff in the technical fields of dam safety, mine operation, mine reclamation, erosion and sedimentation control and stormwater. Assist from management level with inspections and project review of construction projects, mining operations, stormwater projects and dams necessary to help RO and CO staff develop approaches to address complex permitting, restoration, and/or enforcement pathways and remedies. Review and/or write, process, and draft Notices of Violations, Information Requests letters, Compliance Evaluation Inspection Letters, and as appropriate assess Civil Penalties. This requires thorough technical review of data, evidence and the development documents necessary for penalty assessment consideration and/or violation resolution. Responsible for reviewing restoration plans, reports, and provide information necessary to process civil penalty remissions requests, provide information to the Attorney General's Office necessary to provide support for proceedings in Office of Administrative Hearings, and as needed in other Court settings/proceedings.
