The primary purpose of this position is: To serve as the division Security Specialist, providing oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) in support of the organization'scompartmented information handling requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the mission, objectives, terminology, and management practices of the organization and recognize probable areas of interaction and overlap between mission goals. Knowledge of the policies, organization, operations, work practices, and physical security parameters of regulated industries, Federal agencies, states, or other entities to provide information, evaluate compliance, and recommend changes and control measures. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Knowledge of a broad range of security program relationships, and expertise in information, personnel, industrial and physical security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive posed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge gained through experience and/or technical schooling of DoDI security program standards and practices in support of physical, information, and personnel security, organizational management, and basic financial management. Skill in using analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the successful management and completion of program projects. 2. Knowledge of security plans and procedures (such as standard operating procedures, system security, deployment, and OPSEC plans) for personnel and facilities that support compartmented programs and SCI material. Knowledge of the DoD Foreign Clearance Guide, Joint Travel Regulations (JTR), Joint Federal Travel Regulations (JFTR) and Defense Finance and Account Services (OFAS) policies and procedures; DOD, Services and Joint organizational structures, USNORTHCOM, state and federal organizations, and other pertinent interagency organizations. 3. Skill in using analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the successful management and completion of program projects. 4. Skill in effective interpersonal communication in order to navigate complex issues and maintain effective relationships with management officials, co-workers, customers, and others to ensure cooperative resolution of problems and provide effective coordination of activities.
