About the role

This position serves as Chief Investigator within the Office of Hazardous Materials Safety (OHMS), Field Operations. The position serves as a first line supervisor of the Pipeline and Hazardous Materials Safety Administration's (PHMSA) regional hazardous materials investigation staff. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience leading and applying hazardous materials regulations to inspection and investigation programs. Experience extending and refining existing investigative and enforcement techniques to develop new approaches to compliance review and inspection activities. Experience in reviewing factual data in reports and supporting documents. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance Investigation: Knowledge of guidelines, regulations, and procedures associated investigations including conducting interviews, root cause analysis and evidence detection and handling. Investigation Management: Knowledge of the tactics, technologies, principles, and processes to protect, analyze, prioritize, and handle incidents. Manages Human Resources: Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
