About the role

Duties & Responsibilities: - Achieve the overall business objectives of the Operations department. - Formulate the business objectives and integrates their functions from the initial project proposal to detailed engineering, project procurement and management, so as to support the overall objectives of the operations department. - Together with the Operations manager, define pricing strategies based on material take off, market intelligence and competitor knowledge, understanding of cost elements, and past project reference data. - Together with all the department lead, develop detailed business plans to maximize available material, human resources, and existing structure and processes based on the formulated business objectives. - Plan skills training and development programs to leverage the knowledge and competencies of employees in detailed engineering of electrical, instruments, control systems. - Implement the business plans ensuring that they are executed effectively and that continuous efforts are being made to refine and improve the business activities. - Monitor the Department's budgeted expenditure and take corrective actions to avoid over-running the allocated budget. - Improve the work flows and processes of reporting Units to ensure that efficiency and productivity are maximized. - Conducts regular meetings to review operational efficiencies, share knowledge and solve problems. - Oversee project tender evaluations to ensure that all tender drawings and specifications, technical requirements, quality and safety requirements and implications, and scope and magnitude of projects are clearly understood before tender pricing; and that all tender procedures are complied with, before tender submission. - Review project costs calculations and quotations, and drawings and recommendations (if any) prepared for proposal/tender submission to ensure that projects are competitively priced and that value-adding elements are highlighted in price justifications. - Oversee the project management unit to ensure close liaison with customers and staff/sub-contractors of various work disciplines to fully understand project requirements, effectively manage project progress, and make strategic decisions to minimize work stoppage and fulfil delivery lead-time. - Together with Procurement, formalize purchasing and Inventory management policies and systems. - Review specifications, quotations and approves project procurement, purchase of new or special/high-value items/equipment, referring to the General Manager for guidance/ approval if necessary. - Establish guidelines for the qualification/assessment of suppliers and vendors to maintain/improve their level of services to the Company. - Ensure that all units formalize and update their respective Operations Manual. Qualification & Experienced Required: - Degree in Instrumentation/ Electrical Engineering or its equivalent - Minimum 5 to 8 years of supervisorial role in project & maintenance activities including tender biddings, resource, engineering, project construction, maintenance, shutdown & turn-around, HSSE and QA/QC compliance. Strong leadership qualities - Good analytical and quality conceptual skills - Good communication skills
